Divisions
DOED has three divisions and each division has two sections. They are as following:
1. Project Study Division
This Division is headed by Deputy Director General (Gazetted I, Hydropower/Electrical Group). The Division comprises two sections as the following:
a. Survey & Feasibility Study Section
Main Functions
- Conduct Master Plan Study of river basins and identify and investigate hydroelectric projects
- Conduct Pre-feasibility Studies of identified attractive projects
- Conduct Feasibility Studies of pre-feasibility studies completed projects
- Conduct detailed engineering design of feasible projects
- Conduct studies on alternate sources for electricity generation like solar and wind
- Conduct studies and prepare reports for feasibility of infrastructues for project implementation
- Carry out feasibility studies, detailed design etc of mega projects like Karnali, Pancheshwar, Budhi Gandaki and Pancheshwar as agreed with India
- Carry out necessary actions for power exchange between Nepal and India
b. Planning Section
Main Functions:
- Prepare program and budget; and assist Ministry for foreign assistance
- Prepare monthly and quarterly progress reports
- Monitor activities undertaken by the department
- Works related to public relation
- Implement and cause to implement GON's directives
- Prepare responses to questions arisen at Parliament and assist the Ministry
- Manage computer and documentation system; and provide service to other Divisions and Sections
- Carry out works for solar energy, wind energy and heat energy.
2. Privatization Division
This Division is headed by Deputy Director General (Gazetted I Class, Hydropower/Electrical Group) and comprises two sections as the followings:
a. Proposal Evaluation and License Section
Main Functions
- Study and evaluate proposals from private entrepreneurs for electricity dvelopment considering technical, economical and environmental aspects
- Study proposals for facilities to be provided to projects constructed by the private sector and recommend
- Coordinate projects to be constructed by the private sector
- Collect various fees related to license
- Assist for facilities to the private entrepreneurs like tax and duties, foreign exchange, land lease and acquisition as per provisions in the law and regulations
b. Project Promotion and Monitoring Section
Main Functions
- Promote and publicize foe private sector participation in hydropower development
- Prepare drafts for various agreements between Government of Nepal and private sector
- Provide technical assistance to small hydropower project implementation under private sector participation
- Monitor projects under operation
- Coordinate between Nepal Electricity Authority and private entrepreneurs
- Conducts works related to national grid and transmission line
3. Inspection Division
This Division is headed by Deputy Director General (Gazetted I Class, Electrical Group) and comprises two sections as the followings:
a. Project Inspection Section
Main Functions
- Site inspection for compliance with license terms and conditions
- Study and recommend for cancellation of license
- Fix standards for hydropower survey and generation, and inspect projects
- Conduct studies for power exchange policy and techniques
- Inspect power projects for compliance with the Electrocity Act and Electricty Regulation
b. Electricity Inspection Section
Main Functions
- Prepare guidelines for levels electricity generation and distribution
- Prepare safety standards for electricity development
- Inspect quality of service regarding electricity genarion and distribution
- Conduct all necessary works related to electricity accideents
- Collect royalties as per the Act and Regulation
- Assist private entrepreneurs to obtain facilities as per the Act and Regulation
